Introduction

Below the list of financial institutions accepting new subscriptions of US persons living in France.

A few remarks:

• Overlap within the classification exists (most traditionnal banks will also offer brokerage services – but usually at higher prices than specialized brokers -, traditionnal banks also offer online services, etc. )
• Some actors did accept US persons at some point in the past, but not anymore
• Some actors don’t accept online subscriptions of US persons, but accept if made in an agency (this is the case for La Banque Postale for example)
• Most of them if not all of them will require that you are a French Tax Resident, which is usually the case if you are working or living in France (see official page here, in French). If you are only a US tax resident – for example because you live in France only 3 months a year – then your options for opening a bank account reduce a lot.
• You will have additionnal documents to fill (at least the W9 form), you will need your TIN number, and it is likely that your subscription goes through additionnal internal checks (e.g. conformity department)

A few definitions:
- Livret A is the most distributed default savings account
- Life Insurance is Assurance-vie in French. It's the most widely used financial envelop in France after Livret A
- PER stands for Plan Epargne Retraite. It's the basic French retirement savings plan
- PEA stands for Plan Epargne en Actions. It's  basic French Share savings plan
- CTO stands for Compte-Titres Ordinaire. It's an extended version of the PEA.
